Invalidation land acquisition award tainted collusion non-party land owners unaffected

Setting aside a land acquisition compensation award due to excessive valuation resulting from collusion between specific land owners and revenue officials does not automatically invalidate the award for unaffected land owners. Judicial invalidation of an award grounded on colorable exercise of power is restricted in scope to the specific parties against whom charges of collusion or unjust enrichment are formally raised and established. Unaffected land owners who were neither investigated during official inquiries nor impleaded in challenge proceedings retain their accrued statutory rights under the original award. Blanket cancellation of a composite acquisition award covering multiple land parcels without individual allegations of fraud or overvaluation constitutes an illegal deprivation of compensation rights. Courts must distinguish between tainted transactions involving administrative malfeasance and legitimate statutory compensation determinations benefiting untainted land holders. Arbitrary extension of invalidation orders to non-party land owners violates fundamental principles of natural justice and procedural fairness in public land acquisition matters. Consequently, invalidation proceedings target only specific beneficiaries of illegal administrative action without disrupting the binding legal effect of awards granted to honest land owners.
